USB PCI-e controller not working with SW20v3 base

In order to get some more USB ports on my PC I recently bought an USB controller PCI-e card. This is a Startech PEXUSB3S42 (info: https://www.startech.com/en-us/cards-adapters/pexusb3s42). The card installed normally (without any drivers needed, but I did install the drivers from Startech later on). Tested basic operation first: USB stick worked. Mouse plugged in to it worked. But if I connected the controller box from my SW20v3, it would remain "Not connected". Sometimes it would work briefly (few seconds), and then "Not connected" again.
What could this be? Why would the SW20v3 not work plugged into this PCI-e USB controller?

The wheelbase heavily exercises the USB bus and will forcibly eject itself if the bus it is connected to is not sufficiently stable.
As your description suggests all is fine using the motherboard ports, it would appear the PCI-E USB bus is currently below the stability threshold.Replacing your USB cable with a new Shielded cable would be a first step in raise the bus stability over the threshold.
